No measured figure or method has been published; only the builder NCS's case study says the community 'has saved' it.

## The problem

Before digitalPORT@SG, port clearance for a ship calling at Singapore meant separate submissions to three agencies. Launch coverage describes the new portal as letting users "obtain approval for all arriving and departing ships from three public agencies – MPA, the Immigration & Checkpoints Authority and the National Environment Agency – through a single portal" ([source](https://www.marinelink.com/news/singapore-launches-digitalportsg-472410)). The builder's case study says "up to 16 forms for port clearance were submitted to three government agencies separately through their respective digital portals", which "resulted in repetitive data entry and duplicate sets of documents" ([source](https://www.ncs.co/en-sg/knowledge-centre/articles/transforming-the-tech-behind-marine-port-clearance/)). That description of the old process comes from the vendor's own marketing, not from an MPA document ([source](https://www.ncs.co/en-sg/knowledge-centre/articles/transforming-the-tech-behind-marine-port-clearance/)).

## What was built

Deputy Prime Minister Heng Swee Keat announced the portal on 30 October 2019, saying its first phase "simplifies the current reporting processes required by the three public agencies" for all arriving and departing ships ([source](https://www.pmo.gov.sg/newsroom/dpm-heng-swee-keat-at-the-opening-plenary-of-the-global-maritime-forum-annual-summit-2019/)). A trial "started since 1 October 2019 for more than 10 companies" and was to be "progressively rolled out to the industry from December 2019" ([source](https://www.marinelink.com/news/singapore-launches-digitalportsg-472410)). The portal also exchanges data "with port community systems such as Portnet and Jurong Port Online" ([source](https://www.marinelink.com/news/singapore-launches-digitalportsg-472410)). Singapore IT firm NCS says it "partnered with the Maritime and Port Authority of Singapore (MPA) to launch" the platform ([source](https://www.ncs.co/en-sg/knowledge-centre/articles/transforming-the-tech-behind-marine-port-clearance/)).

## The outcome

The consolidation itself is stated plainly by the government. MPA's service page says digitalPORT@SG "streamlines vessel, immigration and port health clearances across multiple agencies into a single application by consolidating <span class="kpi">16 separate forms</span>" ([source](https://www.mpa.gov.sg/finance-e-services/digitalport@sg)). Senior Minister of State for Transport Chee Hong Tat said in November 2021 that it "streamlined 16 regulatory forms into one single application process for MPA, for ICA, and for NEA" ([source](https://www.mot.gov.sg/news-resources/newsroom/remarks-by-senior-minister-of-state-for-transport-mr-chee-hong-tat-at-the-maritime-singapore-connect-maritime-digital-challenge-event/)). The 2019 launch text said "up to 16" rather than 16, a small difference TIN shows rather than resolves ([source](https://www.marinelink.com/news/singapore-launches-digitalportsg-472410)). MPA also says shipmasters and agents from "more than <span class="kpi">550</span> shipping companies" use the portal, on an undated page with no as-of date for the count ([source](https://www.mpa.gov.sg/finance-e-services/digitalport@sg)).

The man-hours figure is a different kind of number. It was announced before the industry rollout began: the portal "is estimated to save the industry <span class="kpi">100,000 man-hours</span> per year", the Deputy Prime Minister said in October 2019 ([source](https://www.pmo.gov.sg/newsroom/dpm-heng-swee-keat-at-the-opening-plenary-of-the-global-maritime-forum-annual-summit-2019/)). Two years later the ministry still called it an estimate: "we reduced the administrative efforts by an estimated 100,000 man-hours per year" ([source](https://www.mot.gov.sg/news-resources/newsroom/remarks-by-senior-minister-of-state-for-transport-mr-chee-hong-tat-at-the-maritime-singapore-connect-maritime-digital-challenge-event/)). Six years on, trade coverage still carries the hedge: the portal "has saved the maritime industry an estimated 100,000 man-hours annually", OpenGov Asia wrote in August 2025, again without a method ([source](https://opengovasia.com/singapore-mpa-navigating-port-services-into-a-digital-future/)). Only the builder turns the forecast into a result. The NCS case study says "the shipping community has saved 100,000 hours per annum", while the same page also says "the industry saved an estimated 100,000 man-hours per annum" and lists "100,000+ man-hours of savings per year" ([source](https://www.ncs.co/en-sg/knowledge-centre/articles/transforming-the-tech-behind-marine-port-clearance/)). That vendor page is the weakest source here and the only one that presents the figure as achieved or as a floor; no government source says either ([source](https://www.ncs.co/en-sg/knowledge-centre/articles/transforming-the-tech-behind-marine-port-clearance/)).
